I. The legal framework for setting up, organizing and functioning
(1) The social service “Mobile food delivery service - table on wheels” operates in compliance with the provisions of the general framework for the organization and functioning of social services regulated by Law no. 292/2011, with subsequent amendments, Law no. 17/2000, with subsequent amendments and completions, Government Decision no. 886/2000, MMJS Order no. 29/2019 - Annex 7, Government Decision 967/2012 as well as other secondary normative acts applicable to the field.
(2) The minimum quality standard applicable to the social service “Mobile food delivery service - wheeled table” is provided in Annex 9 - Minimum quality standards for mobile food delivery services - wheeled table to MMJS Order no. 29/2019 on the approval of the Minimum Quality Standards for the accreditation of social services provided in the community and for social services provided, we insist on any services of general interest intended for adults.
(3) The social service “Mobile food delivery service - table on wheels” is established by the Decision of the Board of Directors of the “Heart for Heart” Foundation no. 1 / 30.08.2019 and functions as the organizational structure within the “Heart for the Heart” Foundation.
The social service "Mobile food delivery service - table on wheels" is established and administered by the social services provider of the "Heart for the Heart" Foundation, accredited according to the Accreditation Certificate Series AF Nr. 000757, CUI 9658795, having its headquarters in place. Ocnele Mari, str. Strandului, Valcea county.
(4) The purpose of the social service The mobile food - wheeled food service is to prevent the institutionalization of dependent elderly people, to prevent and combat the risk of social exclusion, to promote social inclusion and to increase their quality of life. The wheelchair food service for the elderly will provide the elderly with the distribution of hot food for lunch. The main functions of the social service "Mobile food delivery service - table on wheels" are the following:
a) for the provision of social services of general / local public interest, by ensuring the following activities:
1. evaluates the economic-social and medical situation of the person, identifies his needs;
2. ensuring the distribution of hot food for the elderly to the elderly, aims to prevent the institutionalization of dependent elderly people, prevent and combat the risk of social exclusion, promote social inclusion and increase their quality of life.
b) to capitalize on the potential of community members in order to prevent situations of neglect, abuse, abandonment, violence, social exclusion, etc., by ensuring the following activities:
1. awareness and information activities for the population;
2. promoting social participation;
c) to inform potential beneficiaries, public authorities and the general public about its field of activity and to promote the beneficiaries' rights and a positive image of them, to promote human rights in general, as well as to prevent situations of difficulty in which the vulnerable categories that are part of the category of beneficiaries can enter, according to its purpose, by ensuring the following activities:
1. Proposes the granting of social assistance rights to the elderly;
2. provides specialized consultancy in the field of social assistance .;
3. collaborates with other responsible institutions to facilitate people's access to these rights;
d) to ensure the quality of social services by carrying out the following activities:
1. elaboration of standardized tools used in the service provision process;
2. conducting periodic evaluations of the services provided;
3. preparation of activity reports and action plans;
4. application of supplied questionnaires evaluation of the services of the beneficiaries of social services.
B. Beneficiary contribution
Beneficiaries of the social service "Mobile food delivery service - wheeled table" will not pay a contribution for the provision of services.
The functioning of the social service is ensured through the project REAL OPPORTUNITIES FOR A BETTER LIFE - POCU / 436/4/4/126814.

Admission requirements
Beneficiaries of social services
The beneficiaries of the social services provided by the "Mobile Food Service for Wheels - Meals on Wheels" are the elderly, with locomotor deficiencies from the towns of Babeni and Oc. Mari and Bujoreni Commune.
The conditions for accessing the social services provided by the "Mobile catering service - table on wheels" are the following:
a) the applicants (or their legal representatives) will submit the following documents for the preparation of the access file to the services of the “Mobile food delivery service - wheeled table”:
~ request for services;
~ copies of the applicant's identity card, birth certificate, marriage certificate, if applicable;
~ medical documents regarding the state of health;
~ copy of pension coupon;
~ social survey on assessment of the elderly person's need.
The decision of admission / rejection is taken by the president of the "Heart for Heart" Foundation and the project manager POCU / 436/4/4/126814, following the proposals made by the social worker from social service. Following the approval / rejection, a provision is issued specifying the beginning / suspension of the services. The decision to admit / reject the application is communicated to the applicant.
The provision of social services is made on the basis of a contract, concluded between the social service provider and the beneficiary, which stipulates the services provided, the rights and obligations of the parties, as well as the financing conditions. After concluding the contract, a copy is handed to the beneficiary and a copy remains in his file. The model contract is the one approved by order of the Minister of Labor and Social Justice.
b) eligibility criteria of the beneficiaries:
~ the beneficiaries are elderly persons as defined in the normative acts in force (art. 6, letter Bb of Law 292/2011 on social assistance, art. 1, paragraph 4 of Law 17/2000 on social assistance for the elderly), in a situation of difficulty, loneliness, abandonment, lack of psycho-social support (situations of dependence and / or at risk of social exclusion).

Conditions for terminating the provision of services at home:
~ at the request of the beneficiary or his legal representative;
~ by the decision of the service provider;
~ by agreement of the parties;
~ deces;
~ hospitalization in a medical or social unit;
~ change of the beneficiary's domicile in another locality;
~ if the beneficiary does not comply with the contractual provisions;
~ if the beneficiary has concluded a maintenance contract, a maintenance contract with a usufruct for life or another legal act with a maintenance clause;
~ if the beneficiary or family no longer wants these services;
In case of force majeure.

The social service will work with a number of 2 people:

application of satisfaction questionnaire to the beneficiaries of the social service

In accordance with the MMJS Order no. 29/2019, Annex 7, on the approval of minimum quality standards for social services provided in the community and for social services provided in an integrated system with arts services of general interest for adults, the social services provider measures the degree of satisfaction of the beneficiaries regarding work done.
In this sense, the "Heart for Heart" Foundation, in November / 2020, for the Mobile Food Service - wheeled table, self-assessed the quality of the social service activity, by applying a questionnaire to the beneficiaries of this service.
The questionnaire was applied by the social worker of the social service at the home of the elderly, the questionnaire being anonymous, containing only closed questions.
A number of 27 questionnaires were applied, the elderly being between 65 and 91 years old, and the period of providing services was between 5 and 9 months.
To the question "Where did you first hear about home care?" all respondents answered that through the City Hall Or. Babeni became aware of the existence of this type of service.
Offering the possibility of offering a hot meal at home was received with "joy" by 9 elderly people, with "suspicion, because I had not heard of such services" of 15 people, but also with "distrust, because I did not feel safe. ”By 3 people.
As a result of the contacts with the representatives of the social service, and with the provision of services, the opinion of those who have regarded the provision of this service with distrust or suspicion has changed in a positive way, and for those who looked forward to accessing this service, the opinion remained positive. .
All the interviewees stated that they are satisfied with the quality of the services offered, and the quality of the products provided by the lunch is good.
If the personal situation of the interviewees, regarding the state of health or social relations, was a serious or acceptable one, with the provision of services it did not worsen, but in some cases, it improved.
Since the operation of the social service in February 2020, no person who has been provided with services has been integrated into a residential social protection system.
