GENERAL INFORMATION REGARDING SOCIAL SERVICE

"HOME CARE UNIT FOR THE ELDERLY"

 

 

I. The legal framework for setting up, organizing and functioning

 

(1) The social service “Home care unit for the elderly” operates in compliance with the provisions of the general framework for the organization and functioning of social services regulated by Law no. 292/2011, with subsequent amendments, Law no. 17/2000, with subsequent amendments and completions, Government Decision no. 886/2000, MMJS Order no. 29/2019 - Annex 8, Government Decision 967/2012 as well as other secondary normative acts applicable to the field.

 

  (2) The minimum quality standard applicable to the social service “Home care unit for the elderly” is provided in Annex 8 - Minimum quality standards for home care services for the elderly at MMJS Order no. 29/2019 on the approval of the Minimum Quality Standards for the accreditation of social services for the elderly, homeless, young people who have left the child protection system and other categories of adults in difficulty, as well as for services provided in the community, services provided in integrated system and social canteens.

 

(3) The social service “Home care unit for the elderly” is established by the Decision of the Board of Directors of the “Heart for the Heart” Foundation no. 1 / 30.08.2019 and functions as the organizational structure within the “Heart for the Heart” Foundation.

The social service "Home care unit for the elderly" is established and administered by the social services provider of the "Heart for the Heart" Foundation, accredited according to the Accreditation Certificate Series AF Nr. 000757, CUI 9658795, having its headquarters in place. Ocnele Mari, str. Strandului, jydetul Valcea.

 

(4) The purpose of the social service "Home care unit for the elderly" is to provide socio-medical assistance at home - help for body hygiene, dressing and undressing, help for food preparation and feeding, mobilization, travel inside and outside, shopping, housekeeping, support for the payment of current bills and obligations, accompaniment to institutions for solving personal problems, medical services, recovery activities by movement, leisure activities - for the elderly defined by law who they live in the towns of Babeni and Ocnele Mari, as well as in the commune of Bujoreni, and are unable to take care of themselves or whose families cannot provide, in part or in full, their care and maintenance.

The temporary socio-medical care services at the beneficiaries' homes are:

· Basic services: help with body hygiene, dressing and undressing; disposal hygiene; nourishing and moisturizing; transfer and mobilization; moving inside; communication;

· Support services: help with food preparation; shopping; housekeeping activities; accompanying a doctor or other institution, social and / or psychological counseling;

  · Medical services - health monitoring (blood pressure measurement, blood glucose measurement, medication supervision, guidance to various medical services); prevent bedsores; injectable treatment, as recommended by your doctor; medical counseling;

 

II. General data on the provision of social services

  1. Types of social services and facilities offered

The main functions of the social service “Home care unit for the elderly” are the following:

a) to provide social services by providing the following activities:

1. represents the social services provider in the contract concluded with the beneficiary;

2. offering a wide range of basic services of daily living: body hygiene, dressing and undressing, hygiene of disposal, feeding and hydration, transfer and mobilization, travel inside, communication;

3. basic instrumental services of daily life: food preparation, shopping, housekeeping activities, escorting, facilitating travel abroad, company, support for payment of services and current obligations;

b) to inform the beneficiaries, potential beneficiaries, public authorities and the general public about its field of activity.

c) to promote the rights of the beneficiaries and their positive image, to promote human rights in general, as well as to prevent situations of difficulty in which vulnerable categories belonging to the category of beneficiaries may enter, according to its purpose, by providing the following activities:

1. information on the rights and benefits of social services provided at the local level;

2. information and prevention on social risk situations;

3. psychological counseling; 4. social rights counseling;

d) to ensure the quality of social services by carrying out the following activities:

1. elaboration of standardized tools used in the service provision process;

2. conducting periodic evaluations of the services provided;

3. elaboration of services specific to the procedures;

e) managing the financial, material and human resources of the service by carrying out the following activities:

1. procurement of care materials;

2. participation in training and professional development courses;

3. continuous training activities for staff;

 

B. Beneficiary contribution

Beneficiaries of the social service "Home care unit for the elderly" will not pay a contribution for the provision of services.

       The functioning of the social service is ensured through the project REAL OPPORTUNITIES FOR A BETTER LIFE  -  POCU / 436/4/4/126814.

 

  • Admission requirements

 

Beneficiaries of social services

 

The beneficiaries of the social services provided by the "Home Care Unit for the Elderly" are elderly people, for whom a degree of dependency has been established according to GD 886/2000 for the approval of the National Grid for assessing the needs of the elderly:

 

The conditions for accessing the social services provided by the "Home Care Unit for the Elderly" are the following:

a) the applicants (or their legal representatives) will submit the following documents for the preparation of the home care file:

~ request for services;

~ copies of the applicant's identity card, birth certificate, marriage certificate, if applicable;

~ medical documents regarding the state of health;

~ copy of pension coupon;

~ social survey on  assessment of the elderly person's need.

The provision of social services is made on the basis of a contract, concluded between the social service provider and the beneficiary, which stipulates the services provided, the rights and obligations of the parties, as well as the financing conditions. After concluding the contract, a copy is handed to the beneficiary and a copy remains in his file. The model contract is the one approved by order of the Minister of Labor and Social Justice.

b) eligibility criteria of the beneficiaries:

~ is addressed exclusively to the elderly who need home care;

~  the beneficiaries are elderly persons as defined in the normative acts in force (art. 6, letter b of Law 292/2011 on social assistance, art. 1, paragraph 4 of Law 17/2000 on social assistance for the elderly).

~ home care services are provided only if they cannot be provided by informal caregivers;

~ are elderly people who have not concluded maintenance contracts, maintenance contracts with usufruct for life or other legal act with maintenance clause.

 

       Conditions for terminating the provision of services at home:

~ at the request of the beneficiary or his legal representative;

~ by the decision of the service provider;

~ by agreement of the parties;

~ deces;

~ hospitalization in a medical or social unit;

~ change of the beneficiary's domicile in another locality;

~ if the beneficiary does not comply with the contractual provisions;

~ if the beneficiary has concluded a maintenance contract, a maintenance contract with a usufruct for life or another legal act with a maintenance clause;

~ if the beneficiary or family no longer wants these services;

In case of force majeure.

 

  • The organizational structure

The social service will work with a number of 8 people:

-       social worker: 1 pers. (1/2 standard);

-       geriatrician / with geriatric skills (1/4 norm)

-       psychologist: 1 pers. (1/2 standard);

-       nurse: 1 pers. (1/2 standard);

-       home caregiver  / caretaker at home: 3 pers (1/1 norm).

-       driver (1/2 standard)

Employee / beneficiary ratio: maximum 1/10 for the category of instrumental activities, maximum 1/30 for the category of basic activities, and the social worker, psychologist and nurse ensure the training of recovery / rehabilitation services, social counseling and information services.

On 30.11.2021, a number of 83 people benefited from the services of the “Home care unit for the elderly”, of which 21 people came from rural areas.

 

REPORT

application of satisfaction questionnaire to the beneficiaries of the social service

 

In accordance with the MMJS Order no. 29/2019, Annex 8, regarding the approval of the minimum quality standards for home care services for the elderly, the social services smoker measures the degree of satisfaction of the beneficiaries regarding the activity carried out.

In this sense, the "Heart for the Heart" Foundation, in January / 2021, for the Home Care Unit for the Elderly, self-assessed the quality of the activity of the social service, by applying a questionnaire to the beneficiaries of this service.

The questionnaire was applied by the social worker of the social service at the home of the elderly, the questionnaire being anonymous, containing only closed questions.

A number of 56 questionnaires were applied, the elderly being between 66 and 91 years old, and the period of providing services was between 5 and 9 months.

To the question "Where did you first hear about home care services?" all respondents answered that through the City Hall Or. Babeni and Or. Oc. Many have become aware of the existence of this type of service.

Possibility to offer home care  of  was received with "joy" by 41 elderly people, with "suspicion, because I had not heard of such services" by 13 people, but also with "distrust, because I did not feel safe", by 2 people.

As a result of the contacts with the representatives of the social service, and with the fumigation of the services, the opinion of the people who looked at the provision of this service with distrust or suspicion changed in a positive sense, and for the people who looked with joy at the possibility of accessing this service.  positive feedback.

All interviewees stated that they are satisfied with the quality of services provided, and the home caregiver is considered a friend and not a stranger, confident and unofficial, professional and not amateur, a cheerful person and not a sad one, encouraging and not discouraging, respectful and understanding .

If the personal situation of the interviewees, regarding the state of health or social relations, was a serious or acceptable one, with the provision of services it did not worsen, but in some cases, it improved.

Since operation  services  social, February 2020, no person who was provided services was integrated into a residential social protection system.
